Details:

to repruduce this bug scroll to the end of the nicklist:
/bar scroll nicklist * ye

then (depending on how much visible line you have) scrol down more like:
/bar scroll nicklist * y+23
sometimes, first lines aremoving up, empty lines will occur and the bar will
be refilled if you would scroll 'behind the end of bar'.

to narrow it you can do:
  /bar scroll nicklist * y+1
again and again...
