Details:

On busy channels, SOMETIMES when the bottom line of text is a join or part
(quit?), one line of one of the prior posts gets repeated.  The repeat
disappears after text scrolls up.  I know this is a vague description, but I
wanted to start a bug report in case other people notice more.  It's an
elusive problem; I will post more as I know more.

Doesn't happen on #weechat; it's too quiet.  Did not happen in 2.6.
