Yes, these are scoped progress bar messages. Some days ago, I've tried to
change the progress bar messages such a way, that only the topmost
message is seen. This should solve the problem for you.

Hmm, this change has landed in Tramp 2.5.0-pre. Since there is no
release of Tramp 2.5 yet, you might test the Emacs or Tramp git
repository, or wait until a first 2.5 release is available. Sorry.
