`with-mutex' is a new function in Emacs 26. If you get an error about,
something basic is wrong.

Furthermore, Tramp wraps the call to ┬┤with-mutex' in
`tramp-compat-with-mutex'. Tramp 2.4.1 is compatible with Emacs back to
version 24.

Could you pls try to call

# emacs -Q -L /path/to/tramp-2.4.1/lisp
