thanks adrian, so having looked at the manual, I mostly found all sorts of indications that all efforts to make this work under windows dont work, except if using the cywin-ized emacs, which I find to be extremely unstable. thanks anyway, I hope someone will figure this out soon.

Well, given that (as Michael mentioned) bash is explicitly called by
tramp, the /etc/passwd check is irrelevant. I am not a tramp developer
so don't have much clue how it sets up the connection but the fact
that bash isn't prompting may mean a misconfiguration in your cygwin
setup. Try reading through section 5.10 of the manual (Remote shell
setup hints) to find what may be wrong.
