Not in the report I cited above. He reported the following:

  test -d ../info || mkdir ../info
  makeinfo --footnote-style=end --no-split -o ../info/tramp tramp.texi
  texi2dvi tramp.texi
  This is TeX, Version 3.14159 (Web2C 7.3.1)

and being tossed into an ed-like editor.

I haven't checked to see if he also saw the @copying problem. I only
got that on earlier versions of texiinfo.

Yes, some sort of autoconf would be very nice. Pretty please with
herring on top?

Not in Emacs 21.1.1 (GNU Emacs 21.1.1 (i386-redhat-linux-gnu, X
toolkit, Xaw3d scroll bars) of 2001-11-03 on teckla.localdomain). It
complains as follows:

Converting tramp.texi to Info format...
texinfo-unsupported: @macro is not handled by texinfo

It leaves this at the top of the buffer "tramp":

@macro trampver{}
address@hidden
@end macro

Similarly for GNU Emacs 21.2.1 (i686-pc-linux-gnu, X toolkit, Xaw3d
scroll bars) of 2002-08-28 on astest (Red Hat 8.0).
