I think so, for some definition of Open Source. I don't know of a
public source repository and the license text of the program installer states it
is free software but doesn't reference a specific license. Looking at
my installation of N1MM+ in my .wine directory I found no license
document. To my knowledge N1MM+ is only distributed in binary form.
As far as using the file archive is that at the most basic it would be
polite to ask first. :-)
