I use these location since 2012 (starting with tlf-1.1.0) and I plan to
use it for the next years. Sure some long lasting download location
would be better, but it was the best I could get.

That is quite true, especially as it would also give us control about
the mailing list. And furthermore it would allow us to update the
describing page. Some years ago I asked Rein if he could hand it over to
us, but got no answer.

So it seems we should try a direct contact to the nongnu people and ask
if and  how it could be done.
