yes, that's almost same that mine.

You've used the SERIAL+SECTION, but then if the outside of HA
station made a QSO with another non-HA station, and it gives a
serial exchange, Tlf shows the "section?" sign, after it types
the serial.

I've tried your rule file, but have tried mine with that
modification, and they gives same results.
