Due to some mistakes that had to be reversed a few months ago, that is
what the devs want. Basically they want to be able to get an idea of
how good your code is before you start uploading normally.

Try to break the stuff up into small & self-contained pieces. If you
can't, try to break it into small pieces that have enough to be
understood. If you still can't it greatly reduces the speed of review.
