You shouldn't really submit it if it will cause more problems than the one that is there; especially if you are short of time - if you commit buggy code, folk will expect a quick response

Sadly, I don't have a huge amount of time for the development.

What is the preferred mode of development:

Work on it till it reaches what one can call a "stable" state, and then submit
or
Work on it till it is in a usable state (i.e. still a bit buggy), and
then submit
or
Use the svn as my development directory, so that it is pretty much
always up-to-date.
