It would indeed be nice if such a thing could be integrated into TeXmacs.
The Qt port is under development; ultimately, the entire widget interface
should also become available from within Scheme. As it stands now,
is should already be possible to directly implement your application
as a TeXmacs plug-in. If you also want to use it in relation with other
software, then you may also consider implementing some kind of a server,
or a library, and write a TeXmacs plug-in for that.

Notice in particular, that I would be very interested in a replacement
for BibTeX, which would remove the last dependency on LaTeX.
In your application, it might then become possible to directly search
for bibliographic information on the web.

Maybe you can tell us a bit more of what you are planning to do.
