This I have also noticed and it is a very Bad Thing.  To have
<prefix>/share/TeXmacs-<version>/... has some really bad side effects. 
For example, if I create a new .scm file (as I did with
tmtm-brackets.scm) and perform rpm -e to remove TeXmacs, the directory
is left behind.  If it was simply <prefix>/share/TeXmacs/..., as it
should be (in order to be more "compliant", I think), it would get
overwritten.  In addition the install script(let) could perform a

rm -rf ${prefix}/share/TeXmacs

to ensure a pristine installation every time.
