That is a very good question and I am very curious of the answer. I
believe encoding is dependant of the "language" environment variable,
especially to provide symbols for iso-8859-2 and cyrillic scripts. In
any way that is not iso-8859-1, since that encoding does not have the
"oe" french letter.

So, that is nothing usual, and documentation is greatly lacking on
this subject. And since the *.enc files included in texmacs are
chinese to me, I cannot help much.
