[Texmacs-dev] [patch] 1.0.0.18-da5: base.scm with docstrings

Second patch in the series of cleanups for base.scm.

That one contains docstrings for all cases where the explanation would
be less complicated than just reading the source code of the function.

That is especially interesting for the match? function.

Also, in accordance with the proverb which says that "documentation is
as important as code", I added myself in the copyright notice.
