[Taler] Weblate Instance for GNU Taler

We have created a Weblate instance at https://weblate.taler.net/.
Weblate is a project that helps with internationalization/translation.

This installation is experimental (as in, we are experimenting with it)
but it seems mostly stable.  Maybe.

If you find bugs, please report them to weblate@taler.net with a full
bug report that allows us to reproduce the problem and identify your
proposed solution.

Before reporting issues, please consult the Weblate docs at

Before registering, please read the GNU Taler development docs at
https://docs.taler.net/developers-manual.html#internationalization for
information on how to create Projects, Components, Translations, and on
some best practices.
