I did a quick test with a swf v8 made by pdf2swf like this:
swfcombine -cd -F9 avm1.swf -o avm2.swf
and the resulting swf seems to be AVM2.
I even test with a simple .as script, see attachment.
If you still have trouble, you could post some sample swf that refuses to work.
