Yes i used developer versions but but i'm new to linux and perhaps picked a wrong version? Could you specify the correct names for the dev version of jpeglib and freetype2?

On another note, there is a corrupt link (404 Not Found) pointing to jpeglib at http://wiki.swftools.org/index.php/FAQ, this should be fixed.

When i run make, it stops with an error:        No rule to make target `ttf.c', needed by 'ttf.o'

I have installed jpeglib and freetype2 on the server but perhaps i missed something? The server is freshly installed Ubuntu 9.04 Server, perhaps i am lacking some other library?
