Yes, it is intended to build on Debian (we have packages for old
versions that worked with Potato, I believe), there's nothing thats
distro-specific in Swarm, at least when building from CVS.
Make sure you're running the autogen.sh script to start the process.

The answer to this question, is an emphatic yes. There is also a
more technical list for people working directly on the CVS tree.
Joseph Schlecht of Debian volunteered to package Swarm for Debian back
in Feb, here is the task on Savannah:

But I don't think he's had time to work on it much recently. I've
Cc'ed on this e-mail as I am not sure if he subscribes to this list
