Shouldn't be.  We had some connectivity problems all last week because
we had to move the box to a different location and Network
Solutions/VeriSign was *extremely* slow in updating their whois
database (the request to switch DNS servers took over a week to
process) so that the DNS was still pointing at the old IP address.
Hopefully all should be up and running now.

Also, make sure that you are using:

 http://www.swarm.org

not just:

 http://swarm.org

which is currently pointing at the old IP address (this should
eventually be an alias to www.swarm.org, but for the moment hasn't
been switched).
