Thanks also to Steve Jackson and Steve Railsback for contributing a
new Poisson distribution, and to Sven Thommesen for reviewing &
polishing the patch!

Another significant change in the last few days is that the autoconf,
automake and libtool support files all got synced-up with current
tools & conventions.  This simplifies Windows DLL builds somewhat and
simplifies builds of fully-static (fast) executables using GCJ.
