I can only parse this by replacing "other schedules" with "other Actions".
Is that what you meant?

It does not repeat nor drop actions that have been performed.
Anything that you want to have happen has to be put explicitly on the
schedule.  Any Action you want to remove and drop has to be done
so explicitly.  For repetition, you can have an Action have the
side-effect of scheduling aother Action.
