Make sure you have a /bin/sh (a copy of bash).  Cygwin looks for the
signature #!/bin/sh at the top of a script for the clue that a file is
executable.

And you might as well run configure from the environment provided by
swarm.exe, so that we know that we are talking about the same thing.
