The (US) National Institute of Standards and Technology distribute a
package called DATAPLOT that has a lot of features, and makes fairly
good looking output.
The user interface is Fortrany (and so will probably seem klunky to
some), but with a little determination I've found it could be used in
the conventional Unix batch ways.
DATAPLOT also can be run using a Tcl/Tk/Expect wrapper GUI program
NIST distributes. (I didn't find that part very useful, but maybe
that's just me.)
