I guess it's a deficiency in Google's application that they gave you a
link that doesn't work.

Anyway, what I wrote was, thanks for submitting the proposal, but
unfortunately we can't accept it (hence the entity no longer being
"active").  MS Visual Studio is proprietary software; we don't want to
support or enhance it.  GNU is all about free software.
