I am not fond of the bountysource approach. Bounties can linger for year, because it is solely dependent on the will of someone to work on the task.
With the more conventional approach of funding the project, at least, the handling of feature addition can be organized and prioritized. This, IMHO, allows for a clear view of what to expect from the project.
Thats just my point of view

One alternative could be the approach taken by McCLIM where the money is set aside for rewards for specific work. Anyone can claim it who does the work, not just team members.
For example, a reward of some amount could be put for the implementation of Freetype support. Once the feature is merged the money is paid out.
I can tell you that its not perfect though. There have been cases where someone claimed the reward but it was not paid out because the implementation wasn't good so it was never merged. That's some extra headache that one has to be prepared to deal with.

I agree that the, "what to fund?" question, is important and the first three items you propose are good first candidates to me.
As for the inevitable infrastructure cost increase, I have to admit, I don't know how heavy or a burden it could be.
