[STUMP] ECL support

Hello,

FYI, I just tried building StumpWM with ECL 10.3.1 and with a small
workaround (which I have committed) it seems to work. You need a ECL
with CLX. Building is pretty straight forward:

./configure --with-lisp=ecl --with-ppcre=your-path-here/cl-ppcre
make

For whatever reason the binary is called stumpwm-mono and if you have
asdf-binary-locations, is somewhere in ~/.cache. I am going try to
straighten that out.

That being said, I would be glad to hear, whether it works for anybody
else!
