Mmm, I'm thinking that on the console they are not actually managed by
speechd-el, but by brltty itself. You could try to run emacs in a
terminal and run a second brltty to manage cursor routing:

brltty -b ba -s -no -x a2 -N

Yes, braille output will automatically switch as you switch between
