Please try to set 

 AudioPulseMinLength 1764

in the speechd.conf file (there is already such commented line)

It was supposed to be the default value, but something was missed there
at the time, and thus the default is actually 100, which is indeed very
low, eats CPU and can lead to audio underrun, thus the
trembling/electric effect.

It's not a question of will, but to have the time at all.  You can
indeed not hope that the people already working the on accessibility
stack be able to spend even more time on various distributions etc. You
need to find *other* people and get them to work on accessibility.
