RFC: Disable the ALSA driver by default.

I'd completely agree with this one. On the orca list there has been a
lot of didiscussion about improving or replacing speech-dispatcher.
While I'd like a direct espeak driver, speech-dispatcher is here and
I'd rather improve it than re-invent the wheel
.
