this is tomakin.h-ix.net, according to
dig -x 2a01:4f8:100:2ffe::2
and the forward lookup provides the same mapping:
dig aaaa tomakin.h-ix.net
Whois provides some information about who to contact for that domain:
whois h-ix.net
This makes me think it's Moritz Rudert, who sent mail to this list on
April 5th requesting keyserver peers for gpg.planetcyborg.de (i'm cc'ing
him here).
