Follow-up Comment #8, task #14414 (project administration):

All files should have valid copyright and license notices.  The copyright
notices you've added to Documentation/README and GNUMail.xpm are not valid;
please check
https://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html for the
correct format of copyright notices.

Also, some files like ChangeLog still have no license and copyright notices. 
Please check all files in your tarball.
