Follow-up Comment #1:

Hello Mu Lei,

Thank you for submitting a new GNU program.
The project has been created, and you should receive and email with
instructions shortly.

There are few minor issues with the attached tarball, please consider amending
them:

1.
The file 'artanis/irregex.scm' mentioned "BSD-Style license", which is not
specific enough - the original BSD license is not GPL compatible, and so it is
recommended to explicitly specify which BSD license it is. Additionally,  the
URL of the license points to a non-existing page (
http://synthcode.com/license.txt )

2.
Few source code files do not have  copyright statement and license notice:
examples/blog.scm
examples/test.scm
examples/upload.scm
It is recommended to add a clear copyright and license to all source code
files.

3.
Small supporting files can use the GNU All permissive license (
http://www.gnu.org/prep/maintain/html_node/License-Notices-for-Other-Files.html
),
these are:
autogen.sh
configure.ac

4.
There is an image file 'examples/img/0.jpg' which looks like a TV
screen-shot.
Please ensure this is free (as in freedom), and is legally available under a
free license. If not, please remove it.

An icon file (./examples/favicon.ico) is also included - please ensure it is
also available under a free license.
If you created it, please state the copyright and license for the file in a
README file (or a mother similar file). If it was created elsewhere, please
state the copyright, license and original source for the file.

5.
The license in the project submission said 'dual licensed, GPLv3+ and
LGPLv3+'.
However, I could not find any reference to 'dual licensing', either the
README/README.md files, or in the source code files.
Please ensure the licensing is clear, by adding the appropriate information.
