Follow-up Comment #8, task #12640 (project administration):

"All rights reserved" is meaningless.  Legally speaking, you don't need
anyone's permission to remove it.  (Not that I am a lawyer or giving legal
advice, but I am pretty certain of this point from all I have seen.)

In any case, if this is the only point remaining before the project is
approved, it's fine to approve it (completely) now.  It's not legally
problematic in terms of Savannah requirements for the phrase to stay, either,
after all.  It's just a question of clarity and avoiding useless doubts in the
future.
