If the SALAKUNU input data format accepts comments I suggesst to put
the licensing information (Copyright notice & GNU GPL header) as a
comment, but if it don't or you think it would be unsuitable is fine
to put the licensing information in the README file.

For the licensing information in README file you can use the format of
http://git.savannah.gnu.org/cgit/emacs.git/tree/etc/images/README if
you wish; though, as far as I know any format is ok as long as it
states copyright holder, warranty disclamer, license (GNU General
Public license) and license URL
(http://www.gnu.org/licenses/gpl-3.0.html).
