Hi.

The area code is released as a governmental standard to be used by all
activities in regarding to geographical area location. There are no
copyright information at all with this file, and I am pretty sure if I
ask them copyright information I will not get any answer because they
didn't develop copyright concepts there yet.

Each province has a governmental organization "the Statistics Bureau"
which has the task to distribute this code to the public, forced to be
used in governmental related projects. In my package the example code is
from "Jiangxi province Statistics Bureau", and I downloaded it from here:
http://www.jxstj.gov.cn/tjzs/tjbz/200612270012.htm

anyway since it's public-downloadable I assume it's usable. I could have
simply referred it as an URI in my package, but I know this URI will
change, many governmental website URIs change from year to year and
historical data are usually not maintained. I wouldn't suggest people
surf governmental websites at all because they tends to have higher
chance of malware there (government information centers, the special
server rooms run governmental websites, hires people mostly are
relatives of governmental officials and usually is the worst (in regard
to virus and malware) data center compare to all commercial data center
in the town)

Sorry, I simply forgot to mention 'area_code.csv' is the only
commandline parameter of the executable.
