I exlained poorly. From (updated) README:

        The aplication consists of set of programs that use intepreted
        languages. No external windows program or other tools need to be
        compiled. The program dependencies are:

        o   Bash                    2.04+
        o   Perl                    5.004+
        o   GNU make                any version
        o   GNU binutils            any version
        o   GNU compiler collection any version

        OS requirements:

        o   Cygwin          any version
        o   Standard *nix utils: awk, sed, ls etc.

        It is possible to setup a Cygwin cross compiling
        environment in other OS than Windows, but the author has no
        experince on that setup.

Any standard GNU/*nix compliant system will do if someone has
expertise to setup a cross compiling environment and install the
Cygwin *.dll libraries there.

Naturally.

The application has been in active use since 2003. (See ChangeLog). To
day, it has been tested to help to port over 100 *nix application to
Cygwin, including X window managers, X programs, standard GNU tools,
