Hi,
I'm evaluating the project you submitted for approval in Savannah.

First "Linux" is just a kernel of a more complex system that we like to refer
to as GNU/Linux, to emphasize the ideals of the Free Software movement.

Would you mind changing references to Linux as an OS to GNU/Linux?

Second some of your files lacks any notice about license and copyright.
But in order to release your project properly and unambiguously under the GPL,
please place copyright notices and permission-to-copy statements at the
beginning of *every* file of source code.

In addition, if you haven't already, please include a copy of the plain text
version of the GPL,
available from http://www.gnu.org/licenses/gpl.txt, into a file named
"COPYING".

The GPL FAQ explains why these procedures must be followed.
To learn why a copy of the GPL must be included with every copy of the code,
for example,

Third the license notices in gsm/* points to COPYRIGHT which does not exist.
Please be so kind to fix this.

Fourth the files in ilbc has got no license notices either. Do you know where
you put the files from and ask for the license of these files? Because we had
to know under which license everybody can use the files.

Fifth the png files have got also no notice about owner, license and
copyright. Please add a file in the directory with the png-files and write the
notices about the files there.

And about the OpenSSL issue.
You can not use the exception, because if you want to use parts of other
GPL-covered programs by other authors in your code, you cannot authorize the
exception for them. You have to get the approval of the copyright holders of
those programs.
(look at http://www.gnu.org/licenses/gpl-faq.html#GPLIncompatibleLibs)
But this is impossible for you because you use Qt (GNU GPL) at least, and that
library doesn't have the exceptinon.

That's why we reommend to use GnuTLS (LGPL) instead of OpenSSL. 

And the very last point: The address of the FSF has changed, and is now:

Please update your license notices.
