Hi Steve,
I'm evaluating the project you submitted for approval in Savannah.
Can you provide us with an URL to download a tarball and not just one
file? you have to include more than your source code in a tarball,
files like 'COPYING' must go included, this file should contain a
verbatim copy of the GNU GPL, that you can found it here:
http://www.gnu.org/licenses/gpl.txt
Related to the source code, you have the Copyright and License notice
missing. Any file with more than ten lines long should carry on a
Copyright and License notice, this rules include any source file,
image files, shell script file, etc. In order to learn more about the
GNU GPL, consider to read the How-To here:

To avoid confusions about how to apply a proper Copyright and License
