i'm seeing the same errors today.
$ scp attr-2.5.2.tar.* dl.sv.nongnu.org:/releases/attr/
scp: Connection closed

this is the crux of the issue. from OpenSSH release notes:
> Since OpenSSH 9.0, scp has used the SFTP protocol for transfers by default.
OpenSSH 9.0 was released in Apr 2022.
please update the maintainer documentation to state that scp's `-O` option is
required starting with OpenSSH 9.0.
