Follow-up Comment #3:

Both REUSE and GNU documentation say that certain things should be present in
your package, it doesn't say that some other things should not, and those
things have different format, so the reader can distinguish them. So when GNU
recommendations are still followed and the duplicated information isn't
inconsistent, these practices must be compatible.

WRT GNU & FSF vs FSFE discussions, this is out of scope of this support
tracker; please use other forums.  IIRC the Free Software Directory
<https://directory.fsf.org> had plans for using SPDX license identifiers.
