Follow-up Comment #1, sr #109685 (project administration):

I can imagine two possible answers, or maybe combined:

1) the envelope sender of the mail is
address@hidden, according to the headers. Maybe
that is the address that counts. Mailman's handling of From: addresses vs.
envelope addresses is, as far as I know, not documented and rather random.

2) Perhaps the explicit ^.* in hold_these_nonmembers overrides
discard_these_nonmembers. There would be no harm in removing it since you have
generic_nonmember_action=hold.
