Details:
Since today (but I wasn't on Savannah for a week or two), posting a comment in
a bug tracker displays the following lines at the top of the resulting page:

In earlier days it used to report things too when posting a comment, but those
things were less obtrusive (not containing any bold). It might be triggered
by my browser not sending a Referer heade, but... it has never done that, so
that is nothing new, and: it ought to be allowed.
Were there recent changes to the PHP code of the site?
