Details:

Even though I am listed as a developer of Circe, I am unable to commit
changes.  An example follows.

Checking in FAQ;
/cvsroot/circe/circe/FAQ,v  <--  FAQ
new revision: 1.4; previous revision: 1.3
cvs [server aborted]: could not open lock file `/cvsroot/circe/circe/,FAQ,':
Permission denied

I am able to commit to the erbot, however.  Perhaps this is related the Circe
project changing its name from "eircc" earlier?
