Hi,

If you do not have access to a GNU/Linux box (or dual boot) then I suggest you
install Cygwin (http://www.cygwin.com/). You will then get a GNU-like
environment to perform your Savannah work (I do that at work - installing
Cygwin, not hacking Savannah).

Note that you can't get a shell access at Savannah; you can only execute CVS
commands.
