I apologize for the delay.

Most of the file either do not have copyright statements or they are
missing (C) after `Copyright'. Appropriate copyright would be something
like : Copyright (C) 2001, 2003, 2004 Foo Person.

Without the copyright statements, there is no legal validity of the
license notice. A file needs to be copyrighted by someone before it
can be licensed.

Also, the data and doc files should have copyright notices and
license-to-copy statements too.

Please address this issue and I will approve your project for inclusion
in Savannah immediately.
