Summary: Incorrect link to download patches in generated emails
Original Submission: After submitting a patch via the savannah's patch
manager, savannah sends an email indicating the status update. Here is an
example:

The email includes a link to download the patch, however, this link is
incorrect. In the example given, we see:

The & should only be an &.
