When a project moves from nongnu to gnu, you could just add something like
this to a .htaccess file in nongnu.org's document root:
# Redirect www.nongnu.org/project to www.gnu.org/software/project
RewriteEndgine On
RewriteRule ^/project/(.*) http://www.gnu.org/software/project/$1 [R,L]
