After checking, this person refers to software that is hosted on
Savannah. A thread on savannah-hackers list confirm the FSF will not
agree to the "GPL v2 only" licensing for programs on Savannah.
IMHO the FSF should update the «New Project Registration» page on
Savannah to fit the exact requirements and avoid useless discussions.
