Currently, it's not possible to create additionnal CVSROOT
for each project, but it is possible to to include the
"log_accum" line in the common CVSROOT for some project that
ask for that.

It seems that it's just not possible
"When a project has a license that is not website a source
repository is created under /cvsroot/project with a private
CVSROOT that only contains anoncvs. The developers of the
project have write access to the CVSROOT directory."
I don't know why website don't have a CVSROOT each one.
